Air Traffic Control Services (ATS)/ Air Traffic Control (ATC) can be a source of critical

information for accident investigators conducting aviation accident or incident investigations.

ATS is a unique field within aviation, often utilizing highly specialized procedures and

equipment. These procedures and equipment may vary widely between regions and sovereign

states. In order for an Accident Investigator to effectively obtain and interpret information

derived from Air Traffic Service providers, the investigator must have a basic understanding of

the various types of ATC.

This course will review how the various elements of ATS/ATC have developed incrementally

with other historical advances in aviation. Equipment, operational limitations, enroute, terminal

and flight service and advisory facilities and airborne equipment will be presented. Terminal,

enroute, hybrid, and military systems will be discussed. The capabilities of the systems covered

will range from less developed regions where coverage is limited or non-existent and ATS

services are rudimentary to the most advanced regional ATS system available. Data recording

systems will be presented including information about what data is recorded and how the data

can be retrieved for investigation purposes. The course concludes with information about how to

conduct an investigation involving ATS/ATC and case studies.

  2.  System Support Specialists - work to support operational equipment used by the controllers and pilots to ensure flight operations are conducted in a safe and efficient manner. Typically work includes the design and development of specifications which willenhance the operating system's performance as well as database management. One of themost critical systems is SkyLine which provides radar and flight plan information for IFR This information is used by controllers to keep such aircraftseparated to ensure safety of flight.
  3. Planning and Policy - work to optimise the utilisation of airspace through the design of procedures, assess the impact of technology and aircraft types on operations and work with local government on planning and other regulations.
  4. Quality and Standards
  5. Check Instructors - provide annual checks of staff to ensure their level of skill is being maintained.
  6. Standards Specialists - the Standards Specialist role is to provide operational analysis;  advice and information to the Management Team to ensure standards and customer expectation are continually met or exceeded in the provision of operational Air Traffic Services and to enhance safety as the prime responsibility. They also assist with or develop procedures for use by Controllers and initiate changes to operational documents.
  7. Systems Safety - carry out investigations of any incidents that may occur - these can be breaches of procedure or aircraft getting too close together on the ground or in the air. Knowledge of human factors and expertise in ATC are needed for this area.
